Experts highlighted the need for decentralized infrastructure development to attract private investment, improve job creation, particularly for women, and transform cities into "liveable cities and growth hubs." Jacob Punnoose, former State Police Chief, proposed a mobile phone-linked security network to combat cybercrime, while K.N. Harilal, State Finance Commission Chairman, stressed the need to regain fiscal space and explore local government taxation potential. V. Ramankutty, Research Director of Amala Cancer Research Centre, emphasized the importance of public healthcare system credibility and preventive healthcare. Other recommendations included expanding horticulture, improving public sector enterprises, and enhancing infrastructure for industrial development.
