A minister receiving a large subsidy from a scheme under his own ministry raises serious conflict of interest concerns.
A Union Minister of State for Agriculture and Farmers' Welfare, Bhagirath Choudhary, received a Rs 99-lakh subsidy from a scheme under his own ministry. The scheme, "Development of Commercial Horticulture through Production and Post-Harvest Management of Horticulture Crops," promotes commercial farming of select vegetables and flowers. Choudhary's project, for cucumber cultivation, was approved by the National Horticulture Board (NHB), which is headed by the Union Agriculture Minister as ex-officio President and the Union MoS for Agriculture as ex-officio Vice-President. The scheme offers a maximum subsidy of 50% capped at Rs 1 crore per family.
