The electoral council proclaimed a winner before completing a “special scrutiny” review of disputed ballots, prompting condemnation from the Organization of American States and defeated candidates. Asfura has declared himself president-elect, but Nasralla refused to concede, alleging fraud in the counting process. The Honduran Congress also rejected the results, with its head calling the outcome "outside the law."
