D K Shivakumar, the Karnataka Chief Minister, retained control over key agencies like the Bangalore Development Authority (BDA) and the Bangalore Metropolitan Region Development Authority (BMRDA), sparking dissent from senior leader Ramalinga Reddy. Despite initial disagreements, Reddy has since taken charge of the irrigation ministry. Gowda, who was in Delhi on Tuesday, has not commented on the delay.
