Rahul Gandhi-Om Birla face off: Rule 349 bars reading books, newspapers; but silent on published or unpublished texts, says expert
Rahul Gandhi, leader of the Congress party, was disallowed by Speaker Om Birla from quoting from an unpublished memoir of former Army chief M.M. Naravane in Parliament during a debate on the President's address. Mr. Gandhi argued that the document was relevant to the discussion, but Speaker Birla cited Rule 349 which prohibits members from reading any book, newspaper or letter except in connection with the business of the House. The ruling party accused Mr. Gandhi of undermining Parliament's dignity and hurting the morale of Indian soldiers with false accusations.
