Dismissal of a democratically elected government raises serious concerns about abuse of power.
On January 31, 1976, Prime Minister Indira Gandhi convened a meeting of the Union Cabinet and accepted a report from Tamil Nadu Governor K.K. Shah recommending President's Rule in the state due to alleged maladministration and misuse of power by the DMK government. President Fakhruddin Ali Ahmed issued a Proclamation under Article 356, dissolving the Tamil Nadu Assembly and placing the state under President's Rule. M.G. Ramachandran, general secretary of the ADMK, hailed the move as a safeguard for democracy. The Central government appointed Justice R.S. Sarkaria to investigate allegations against the former DMK government, while two Brahmin officers were appointed advisors to the Governor.
